US. JENNIFER: THANK YOU FOR SPENDING SOME TIME WITH US. WE WANT TO ASK YOU ABOUT WHAT IS HAPPENING RIGHT NOW, IT HAS UNFOLDED IN THE LAST 30 MINUTES. WHAT ARE YOUR FEELINGS ABOUT WHAT IS HAPPENING IN NULU? MAYOR FISCHER: THANK YOU FOR HAVING ME. WE EMBRACE LAWFUL PROTESTS WHEN IT GETS TO THE POINT WHERE STREETS ARE BEING BLOCKED AND IT IS UNLAWFUL, LMPD ARRIVES, THEY TRY TO DE-ESCALATE, SOME PEOPLE WILL WALK AWAY, AS WE SAW AND OTHERS JUST WANT TO BE ARRESTED. UNFORTUNATELY, WE HAVE TO DO THAT SO WE CAN CLEAR THE INTERSECTION PEOPLE CAN GO ABOUT THEIR BUSINESS. VICKI: AN ARMED MILITIA GROUP IS PLANNING TO BE IN LOUISVILLE TOMORROW TO CALL FOR JUSTICE FOR BREONNA TAYLOR. JENNIFER: TO TALK ABOUT THIS AND — DO YOU THINK THE NATIONAL GUARD WILL BE NEEDED? MAYOR FISCHER: LMPD HAS BEEN IN TOUCH WITH THIS GROUP. NORMALLY WHEN PEOPLE COME WANTING TO CAUSE TROUBLE, THEY ARE NOT INTERACTING WITH LMPD. WE HAVE A STAGING AREA FOR THEM, THEY WILL BE COMING DOWNTOWN. THEY PLAN TO MAKE A FEW SPEECHES AND RETURN TO THE PARK STOP LMPD HAS A VERY PRECISE PLAN AND WILL HAVE A LARGE PRESENCE THERE, SO YOU PLAN FOR THE WORST AND HOPE FOR THE BEST. THERE ARE COUNTERPROTESTERS WHO SAY THEY MIGHT COME BUT WE ARE UNSURE ON THAT, SO WE WILL BE PAIRED FOR THAT ALSO. JENNIFER: METRO COUNCIL TWEETED THAT A SOURCE TOLD HIM THE INVESTIGATION RESULTS WOULD BE RELEASED NEXT WEEK. ANY SENSE OF WHEN THAT COULD HAPPEN AND WILL YOU BE GIVEN ANY KIND OF NOTICE? MAYOR FISCHER: I DON’T HAVE ANY INFORMATION ON THAT. THE ATTORNEY GENERAL HAS SAID THEY WILL GIVE THE CITY NOTICE WHEN THEY PLAN TO ACT. I DON’T KNOW ANYMORE THAN ANYONE ELSE UNFORTUNATELY. VICKI: YOU SAY MEN AND WOMEN WHO HAVE WATCHED THE PROTESTS IN RECENT WEEKS SPECIFICALLY THE WHITE COMMUNITY NEED TO SPEAK UP AND TAKE GREATER ACTION. WHAT ACTION WOULD LIKE TO SEE THEM TAKE? MAYOR FISCHER: I MENTIONED THAT IN A SPEECH YESTERDAY WHERE I HAVE CALLED FOR GREATER TRANSPARENCY AND ACCOUNTABILITY AS IT RELATES TO OFFICER-INVOLVED SHOOTING’S BECAUSE THERE IS NOT THE BALANCE THAT WE NEED TO HAVE BETWEEN THE CITIZENS RIGHT TO KNOW AND WHAT DO PROCESSES. THAT LEADS TO LOTS OF FEELINGS ABOUT SECRECY AND COVER-UP AND COVERUPS NEVER WORK. THE TRUTH ALWAYS COMES OUT. WHEN I TALK ABOUT THE WHITE COMMUNITY GETTING MORE INVOLVED, THIS IS A DIFFICULT TIME FOR SOME PEOPLE IN THE WHITE COMMUNITY BECAUSE THEY ARE HAVING TO THINK ABOUT RACISM IN AMERICA’S 400 YEAR HISTORY OF RACISM AND HOW IT HAS LED TO UNEQUAL RESULTS IN TERMS OF BLACK AMERICANS. HOW BLACK AMERICANS WERE REDLINED OUT OF BUYING HOMES AS RECENTLY AS 2030, 40 YEARS AGO AND AN INABILITY TO GROW THEIR OWN WEALTH FROM BUYING HOMES AND PASSING IT DOWN THROUGH GENERATIONS. WE ASK ALL BUSINESSES, BUT ESPECIALLY WHITE BUSINESSES, DO YOU HAVE A DIVERSE WORKFORCE? ARE YOU MENTORING OR TUTORING? ARE YOU INVOLVED TO HELP YOUNG LACK USE FIND JOBS? ARE YOU PART OF THE REIMAGE PROGRAM WHICH HELPED TO BRING SOME YOUNG PERSON ALONG THAT MAYBE DOES NOT HAVE A STRONG FAMILY SITUATION. THERE ARE LOTS OF WAYS WHITE FAMILIES CAN HELP AND BE HONEST ABOUT THIS AND WORK THROUGH ANY KIND OF SHAME THAT YOU MIGHT HAVE OVER THE HISTORY OF THE COUNTRY BECAUSE WE CAN’T CONTROL THAT, BUT WE CAN EMBRACE WHAT IS GOING ON TODAY AND CREATE A GOOD FUTURE. SOME CITY IS GOING TO FIGURE THIS OUT AND I WOULD THINK LOUISVILLE CAN BE THAT CITY. JENNIFER: WE HAD A STORY AT TOP OF THE NEWSCAST ABOUT A GROUP OF BUSINESS LEADERS EXPRESSING CONCERNS ABOUT DOWNTOWN LOUISVILLE LOSING DECADES OF REVITALIZATION TO THE COVID PANDEMIC AND CIVIL UNREST. CAN YOU TALK ABOUT THOSE CONCERNS AND YOUR MEETING WITH THE BUSINESS OWNERS? MAYOR FISCHER: I DEFINITELY UNDERSTAND THE FRUSTRATION, BUT LOOK, WE HAVE A GREAT CITY AND OUR CITY HAS BEEN ON A ROLL FOR 10 YEARS AND IN THE PANDEMIC KIT AND THE PROTESTS IT. BUT IT HIT NASHVILLE, INDIANAPOLIS AND CINCINNATI. THERE IS NO CITY IN AMERICA OF ANY DECENT SIZE THAT’S NOT GOING THROUGH WHAT WE ARE GOING THROUGH RIGHT NOW. WITH THE ASSETS WE HAVE, ONCE WE COME OUT OF THIS VIRUS AND WORK THROUGH THE PROTESTS AND HAVE MORE PEOPLE INVOLVED IN RACIAL JUSTICE, OUR CITY WILL BE GROWING ONCE AGAIN. I KNOW IT IS TOUGH. THE CITY HAS DONE EVERYTHING WE COULD IN TERMS OF GRANTS AND USING FEDERAL RELIEF MONEY TO HELP WITH THE CORONAVIRUS, TO HELP PEOPLE GET THROUGH THIS PROBLEM. WE ARE WORKING WITH THE U.S. SENATE AND WE HOPE THERE WILL BE MORE FEDERAL RELIEF BECAUSE OF THE COVID-19 PROBLEM GOING ON. IF I HAD A MAGIC SWITCH I COULD PULL AND SOLVE EVERYTHING, I WOULD DO THAT AND EVERY MAYOR IN AMERICA WOULD DO THAT AS WELL. THE ONLY WAY I KNOW WE ARE GOING TO GET THROUGH THIS IS TOGETHER. I’M SORRY EVERYONE IS GOING THROUGH THIS SITUATION. IT IS SO FRUSTRATING FOR MANY. VICKI: P POLICE SAY CHIEF SCHRORDER FIRED BRETT HANKISON BASED ON EVIDENCE COLLECTED DURING THE PIU INVESTIGATION. THEY ALSO SAY THE PROFESSIONAL STANDARDS INVESTIGATION HAS NOT STARTED. WHY HASN’T ANY ACTION BEEN TAKEN AGAINST THE OTHER OFFICERS? MAYOR FISCHER: ONE COULD CONCLUDE WHY HANKINSON WAS TERMINATED AND THE REASONS WERE IN HIS LETTER. THAT WAS A REACTION THE CHIEF TOOK BASED ON HIS REVIEW OF THE FILE. JENNIFER: LAST NIGHT YOU SPOKE ABOUT POLICE REFORM. THE CIVILIAN REVIEW BOARD WAS CREATED TO OVERSEE LMPD BUT MANY OF THE POWERS NEEDED TO DO THE JOB, LIKE ISSUING SUBPOENAS, REQUIRE A CHANGE IN STATE LAW. ARE YOU WORKING WITH THE GENERAL ASSEMBLY TO GET THIS DONE? MAYOR FISCHER: WHAT IS CRITICAL IS CITIZENS UNDERSTAND THAT THERE IS A BALANCE SO WHEN THEY ARE LOOKING AT AN OFFICER-INVOLVED SHOOTING IN PARTICULAR, THEY KNOW ENOUGH ABOUT WHAT IS GOING ON THAT THEY FEEL THERE IS SOME SENSE OF TRANSPARENCY AND ACCOUNTABILITY THAT’S GOING TO TAKE PLACE. THAT’S WHY THIS CIVILIAN REVIEW WORKGROUP WAS ESTABLISHED BY MYSELF AND THE COUNCIL TO GET THAT DONE. I FULLY ANTICIPATE COMING OUT OF THAT SUBPOENA POWER WILL BE REQUIRED. MEMBERS OF THE GENERAL ASSEMBLY ARE WORKING ON THAT AND WE ARE HAPPY TO BE DOING SO WITH THEM. WE DON’T KNOW IF IT’S GOING TO BE A HARD LIFTER EASY LIFT BUT WE NEED TO CITIZENS OF LOUISVILLE TO GET BEHIND IT TO MAKE SURE THE LEGISLATURE KNOWS WE EXPECT THAT HERE IN LOUISVILLE. VICKI: TURNING TO THE CORONAVIRUS, COVID 19 NUMBERS ARE THE HIGHEST TODAY THEY THEY’VE BEEN IN THIS PANDEMIC. WHAT IMMEDIATE ACTION ARE YOU GOING TO TAKE TO BRING THE DOES THAT CHANGE YOUR THOUGHTS KNOWING HOW MUCH MORE WIDESPREAD IT IS? MAYOR FISCHER: THEY HAVE DONE A GREAT JOB ON THIS PROJECT. SOME OF THE LEADING SCIENTISTS — LEADING SCIENCE WAS DONE BY U OF L. WITH ALWAYS KNOWN THERE WAS A LOT MORE POSITIVES THAN WHAT WERE BEING REPORTED. WHAT THAT MEANS FOR US AS CITIZENS IS WE NEED EVERYBODY TO DO YOUR PART. WE KNOW WEARING THE MASK IS TREMENDOUSLY EFFECTIVE AND I’M GLAD TO SEE IT. I’M PROUD OF OUR CITY. MOST EVERYONE IS MARRYING A MASK RIGHT NOW. — IS WEARING A MASK RIGHT NOW. THE NUMBERS ARE STILL GOING UP AND IT’S VERY CONCERNING THAT WE HAVE HAD FOUR WEEKS IN A ROW WHERE WE HAVE HAD INCREASES OF EARLY PERCENT OR 40%, SO IT KEEPS GOING UP. IT IS NOT OUT OF CONTROL LIKE IT IS SOUTH OF HERE BUT IT COULD BE IF WE DON’T GET OUR ACT TOGETHER IN TERMS OF MASKS AND SOCIAL DISTANCING. EVERYBODY CAN MAKE A POSITIVE IMPACT THROUGH INDIVIDUAL BEHAVIOR, SO I ASK EVERYBODY TO PLEASE WEAR YOUR MASK. JENNIFER: WE HAVE A COUPLE OF EVENTS, THE KENTUCKY DERBY AND STATE FAIR ARE STILL SCHEDULED WITH PEOPLE ATTENDING, WITH POSITIVE CASES RISING, DO YOU STILL SUPPORT THAT? MAYOR FISCHER: IF THE NUMBERS GO UP LIKE A HOCKEY STICK, WE HAVE TO REEVALUATE. WE CAN’T HAVE OUT-OF-CONTROL CORONAVIRUS AND HAVE BIG EVENTS LIKE THIS. THESE EVENTS HAVE BEEN SCALED BACK SIGNIFICANTLY. THE STATE FAIR AND CHURCHILL DOWNS HAS DONE A GOOD JOB ON THAT STOP THAT’S WHY THESE NEXT COUPLE OF WEEKS ARE REALLY IMPORTANT TO GET THE VIRUS UNDER CONTROL SO IT PLATEAUS AND STARTS FALLING AGAIN. EVERYONE CAN MAKE AN IMPACT ON THAT. SAME THING ABOUT GOING BACK TO SCHOOL OR STARTING SPORTS. THE DECISIONS WILL BE RESULTS OF PEOPLE WEARING MASKS, STAYING HOME, SOCIAL DISTANCING. VICKI: WE’VE GOT REPORTS OF PEOPLE STANDING AT BARS, WHY NOT CLOSE THE BARS? MAYOR FISCHER: WE’VE TALKED ABOUT THAT BEFORE. OUR PUBLIC HEALTH PEOPLE WILL BE OUT ONCE AGAIN FOR BOTH OVERSIGHT AND EDUCATION. IF OUR BARS ARE NOT COMPLYING, THEY ARE GOING TO BE FACING FURTHER CONSEQUENCES.
